Home Phone Options - add Call Barring

Reading a thread where a user was unhappy about his phone charges why don't Plusnet add Call Barring to the Home Phone options.
If BT do it there should be no reason why Plusnet can't.

Hi Jim,
From our point of view and from the customer feedback we've had over the past few years its just not a popular option which is why we don't openly offer it.

I can't speak on Plusnet's behalf, but I do recall in the past that Plusnet have offered to add services to people's landline accounts even when they've not been offered on the portal – I seem to recall that Anonymous Caller Reject was once such a service (since then however it has been added to the portal).

The more popular call features can be enabled through your Home Phone control panel, details of those features can be seen here.
Call barring is possible on all Home Phone accounts, you just need to raise a ticket to our Support Team. It's free to add but costs £5.76 to remove, in line with our wholesale charges. Call barring stops all outbound calls, we can't stop particular numbers (e.g. premium or mobile) from being dialled.
As an alternative, we can also lower your Home Phone credit limit, if this would help.

Please confirm that - as with the BT system - emergency numbers 999 and 112 are not barred
What about calls via the operator - I believe with BT this remains even with call barring
