You need to sync at a speed of at least 2272kbps to get an IP Profile of 2000kbps. With 61dB attenuation 2336kbps is theoretically the maximum achievable sync speed (Kitz calculator) on a good quality line.

Your ISP has no control over your sync speed, that depends on your connection to the exchange. You mentioned being plugged into the master socket - is that into the face of the socket or the test socket exposed if you remove the lower part of the master socket? If not the latter try plugging your router into the test socket (using a filter) - does that give a different sync speed? And what is the noise margin?
For a sync speed of 1440kbps the appropriate IP Profile is 1250kbps (which you have) and your measured download speed is consistent with that.

Assuming you are still plugged into the master socket..... is that the one on the "faceplate" or the "test socket" inside the box, with the faceplate removed? Is the router plugged into a micro filter, before going into the phone connection?
Hmm... looks to be "gremlins" on the line then..... "something" has obviously triggered a drop on the line, and the BT systems has reacted by dropping the synch ....
Maybe worth putting in a fault ticket to see if PN remote testing can help....
