my laptop will not connect to router without re-booting router first all other equipment works well. all software and hardware are up to date.

Not a great deal to go on here.

I'll assume WiFi.

Have you tried an Ethernet cable. My guess is that will work OK.

Assuming a Windows laptop I would then try the steps in this:

I also wonder about the laptop's WiFi. Some devices don't get on well with WiFi where the same network name is used for both WiFi bands.

How fixable that is depends on which of Plusnet's hubs you have.

My laptop's built-in wifi has had connection issues with some Wifi APs. Rather than spending a lot of time trying to tweak the laptop's wifi parameters, I went and bought a cheap USB wifi dongle, that I use if I have a problem.
