This connection was done almost two years ago but I've noticed that the way it hangs, with no drip loop, the water runs down it and causes wet patches on the exterior wall. Is this something I can ask Plusnet/Openreach to amend or do I need to find a creative solution?

I would contact Plusnet and ask strongly that they get OR to revisit this.

Failing any success there personally I'd reach out of the window and put a nice blob of silicon sealant (or similar ) on the cable away from the wall to form a drip point to stop water running down the wire and see what happens.

This is an Openreach Engineer (or a subcontractor's) workmanship issue - you could try this Openreach Complaints Policy | How to Make a Complaint

Also fascia brackets are frowned upon, they should only be used to get dropwire hight or if they interfere with the windows best practice is to use an eyebolt.
