      <description>&lt;P&gt;If a VOIP connected phone (or another cell phone) is calling another cell phone then what would be the reasons for no ring tone and the connection falling through to voicemail? (Barring the event that the cell phone was without power).&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Could it indicate a lack of mobile network coverage?&lt;/P&gt;</description>
