Website that I work on being blocked

I have several websites and the one that I have been working on most recently keeps getting this

ERR_CONNECTION_TIMED_OUT

I have contacted my service provider and it is fine their end.

It is also fine when I use a vpn, or my phones connection.

This has only recently began to occur in the last 1.5 months. It initially began occurring at the weekend, and now it is occurring 24/7. If I turn the router off for the 90 mins as recommended it works fine. But then after several hours it is blocked again.

Plusnet safeguard is not activated.

I pay separately for my VPN and don't think that is something that should be used in addition to what I pay for. The site is not explicit nor has viruses.

@PNhelp_isTrash Who is your service provider - if not Plusnet - and why is this issue Plusnets fault? I'm a little confused.

Sorry I meant my website host provider, says it is not an issue their end.

Have you tried pinging the site?

Have you tried a trace route to the site?

What application is giving you this error?
