Is there any way that links to other topics can be automatically set to either
a) open in a new tab
b) open in the same tab
and certainly not
open a new Window in IE8?

Link to open in new tab/window - this uses url tags - tab or new window depends on browser setting
[iurl=http://community.plus.net/forum/index.php/topic,3.0.html]Link to open in same tab/window[/iurl] this uses iurl tags
IE8 - tools, internet options, general tab.
Click the Settings button beside "Change how webpages are displayed in tabs"
Have you got the option "Always open pop-ups in a new tab" selected?
