Here is the Ofcom statement &lt;A href="https://www.ofcom.org.uk/phones-and-broadband/bills-and-charges/review-of-inflation-linked-telecoms-price-rises" target="_blank" rel="noopener"&gt;https://www.ofcom.org.uk/phones-and-broadband/bills-and-charges/review-of-inflation-linked-telecoms-price-rises&lt;/A&gt; , I haven't read through it closely but a quick glance didn't see any exclusion for VM.&lt;/P&gt;
&lt;P&gt;Here's the summary&lt;/P&gt;
&lt;P&gt;&lt;EM&gt;What we have decided - in brief&lt;BR /&gt;Wherever telecoms or pay TV providers include price rises in their contracts, they must&lt;BR /&gt;set these out clearly in pounds and pence, before a customer signs up.&lt;BR /&gt;Providers must draw this information to the customer’s attention prominently before&lt;BR /&gt;they are bound by the contract, in a clear and comprehensible manner (including during&lt;BR /&gt;a sales call or other verbal sale such as an in-store sale) to enable them to make an&lt;BR /&gt;informed choice. Providers must also set out when any changes to the monthly price will&lt;BR /&gt;occur.&lt;BR /&gt;Providers may increase their prices during the contract period and the new rules do not&lt;BR /&gt;restrict their ability to set the level of their prices. However, they will prohibit providers&lt;BR /&gt;from including inflation-linked, or percentage-based, price rise terms that apply to the&lt;BR /&gt;Core Subscription Price in new contracts. This will give consumers clarity and certainty&lt;BR /&gt;about the price they will pay, helping them choose the best deal for their needs.&lt;BR /&gt;Guidance setting out our expectations&lt;BR /&gt;We are issuing guidance to accompany the new rules, to assist providers to comply. The&lt;BR /&gt;guidance includes examples of how providers could present any in-contract price rises at&lt;BR /&gt;the point of sale.&lt;BR /&gt;The new rules and guidance will apply to new contracts from 17 January 2025&lt;/EM&gt;&lt;/P&gt;</description>

&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Can anyone from Plusnet confirmed if this is true? Then how will I suppose to order Plusnet FTTC 80/20? New order placed or switch over order or migration order?&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Reason to downgraded to FTTC because of saving cost and no longer need speed over 80Mbps.&lt;/P&gt;</description>

      <description>VDSL (SOGEA) is clearly there to order.&lt;BR /&gt;&lt;BR /&gt;Maybe “no pathway” meant switch product AND retain PTSN telephony.  All changes of supplier / product WIIL result in the loss of voice over PTSN.</description>

      <description>&lt;P&gt;My Sogfast 330/50 is no PTSN and no dial tone (no phone number) on the line for 12 months now. My ISP say it was impossible to do pathway Openreach Sogfast to Openreach FTTC as the order will be rejected by BTWholesale. The only way put cease order will cost £43.20 inc VAT. Once it done, then placed a new order for FTTC. Sound stupid to be honest as I don't want no broadband for 14 days!&lt;/P&gt;</description>

&lt;P&gt;I can't see how your existing ISP can be Plusnet since AFAIK they've never offered a SoGFast product. So you should be able to place a migration order with Plusnet for SoGEA ( Plusnet confusingly call their product 'Fibre' )&lt;/P&gt;</description>

&lt;P&gt;As you're out of contract why don't you just place an order with PN and see what happens. Do not tell your current ISP what you're doing - that'll happen as part of the order process.&lt;/P&gt;
