I am currently getting 3.9 Mbps download, 10.96Mbps upload on a package I should be getting a lot more.

I've just been taking a look at this for you and line tests aren't showing signs of any faults or obvious causes for this. Have you been connecting over WiFi whilst you've noticed the slow speeds?

Data speed tests are not overly helpful - what SYNC speeds does the router report?

If you want to do data speed tests, they MUST be done over a wired connection to offer any meaningful assessment of your link speed.
