Have you spoken to Plusnet?

To me the £28.63 looks expensive (compared to new customer prices which admittedly don't include a phone connection), and that is without the extra £22.91 which would appear to make an eye watering £51.54 per month!

I'll also add my usual comment about a social tariff - if your mother is on any benefits it would be worth looking at a social tariff, it could save an awful lot of money, and allow her to swap to a ISP that offers VoIP so she can keep her landline number.
