I seem to have been charged £54.39 for the period 1st October 2023 - 31st October 2023. I switched over to a new 24 month contract for £24.99 starting on 3rd October 2023.

I suspect that the bill you have received will be based on your previous contract (or out of contract price if that contract ended on 30 September or earlier). The bill you have would be generated a few days before the start of the billing period. The new contract price will be reflected in your next bill (from 1 November to 30 November) with a refund made for the overcharged costs in this bill (for the period 3 October to 31 October).
