Helpline isnt ringing

I've been trying to phone the helpline all morning and it simply wont connect to the switchboard. It "calls" for about 30 seconds on pure silence then just disconnects. I'm trying to cancel my contract cause I'm moving but I've tried different numbers and everything. It just wont connect.
