      <description>&lt;P&gt;When did your contract start? Fixed rate ones haven't existed for well over a year - they are all subject to an annual RPI+3.9% increase.&lt;/P&gt;
&lt;P&gt;Online chat was discontinued some time ago.&lt;/P&gt;</description>
