Sorry to hear you're having problems.
I've looked over your account and can't see anything untoward. The line's stable, you've a 16Mbps IP Profile and you're on the correct traffic management profile. There's some pretty heavy upload on your line, but on the days I've checked this all seems to be after Midnight.

Can't help but think there may be an unidentified spanner in the works somewhere?

If you have been recently running torrent software surely there will a number of people hitting your connection in an attempt to download from you which is likely to affect speed tests.
I'd suggest totally disabling the torrent for a period and checking that all traffic has gone quiet using something like NetworX.
Do you only have one PC? If not have you tried the speedtest with all the others disconnected?
