Saturday afternoon and I am trying to download 60MByte of kernel source from kernel.org.  It is coming down at 30K/s rather than 500K or heaven forbid 800k.

Just how slow can the 'sharing bandwidth' go before even the (no doubt self-serving first, Industry-serving second) regulator gets embarrassed.
