Problem 56389 QoS on 21CN doesn’t seem to be working – We are currently investigating reports of poor performance on our 21CN network during peak times. This is having a noticeable effect on gaming, high priority Internet applications and ping times. More details can be found in our forum and on our Service Status pages.

@axisofevil, you've probably already received an answer to your question since you posted it but just for the record no, I don't think it would have affected your sync speed.
